ICHRA plans offer employers new options for health care spending

Some employers have begun embracing a new way for employees to lower your expenses on health care costs. This new Individual Health Reimbursement Arrangement, or ICHRA, plan option gives them money and the flexibility to decide on one of the best plan for their household and has slowly begun to roll out in workplaces across the country.

With health insurance costs continuing to rise, employers want to ICHRA plans as a approach to control health care spending while still providing adequate health advantages to employees.

“The (traditional) cornerstone of group health insurance from 60 years ago has outlived its usefulness,” said Matt Miller of Headwater Ventures, which is behind the investment in ICHRA administrator Venteur. “The goal is to provide people with insurance, decouple it from the employment construct and make it portable.”

One of the primary employers to adopt the ICHRA concept for its employees was Lycoming College, a small, nationally ranked liberal arts school in Williamsport, Pennsylvania. The goal is to assist lower health care costs not only for the institution but additionally for its employees.

Employers have the choice to offer this health reimbursement plan to different groups of employees, while group plans could also be available to other groups based on aspects similar to location, hourly or fixed rate, and full-time or part-time worker status.

When Lycoming College faced a 60 percent premium increase as a result of high member claims, the varsity had no alternative but to hunt other health care options for its employees.

According to the varsity’s assistant vice chairman for human resources and compliance, the varsity ultimately offered ICHRA plans to all employees working not less than 30 hours per week.

“From a cost perspective, people are happy with it, and people really like having a choice of plans,” Hagan said, though she acknowledges that they’ve encountered problems with the plan’s administration. She notes that some employees needed to have their coverage reinstated after temporarily losing it. However, Hagan said that “those issues have largely been resolved” because the plan administrators were modified this 12 months.

On the opposite hand, the portal also reports that several firms that tested ICRHA plans for employees ultimately decided to return to the group insurance option.

“It’s a big disruptor, like a 401(k)s,” said Mark Mixer, chairman of the HRA Council and CEO of HealthOne Alliance in Dalton, Ga. Still, it’s not for everyone. “It’s just another tool for employers to consider. When it fits, do it.”

According to the HRA Council, ICHRA coverage is currently available to only about 500,000 people out of an estimated 165 million individuals with employer-sponsored insurance.
