Too many Australians are waiting for a home care package. Here’s how to fix delays

Waiting lists for elderly people requiring home care have grown again. Twice as many people now they are waiting for Commonwealth Home Care Package like last yr.

Home care packages help older individuals with more significant needs live independently at home and locally.

Four levels of care are available. Tier 1 provides $10,000 a yr for services akin to allied health care, social support and transportation, with limited assistance with house responsibilities and meals. Tier 4 provides up to $60,000 per yr for personal and social supports and a range of health services for older individuals with complex health, personal and social needs living at home.

Some assessment of care for the elderly is required to receive your parcel. The packages are there means tested and users are expected to pay a every day fee, income-based fees and extra fees for services not included of their package.

However, the federal government limits the variety of home care packages it provides. When demand exceeds supply, the waiting time is over.

There are not enough packages available

In December 2023, 270,000 older people benefited from a home care package, a rise of 14% compared to December 2022.

However, demand for home care packages continued to grow much faster than the variety of packages. The number of individuals on the waiting list has increased 30,000 Down 51,000.

This would not be a problem if the waiting time was acceptable. But it isn’t like that.

Once older people are deemed eligible, it takes around one to three months to get a Tier 1 or 2 package, however it takes around 12 months to get a more intensive Tier 3 or 4 package. This doesn’t include the 2 to six weeks needed for an aged care assessment.

The problem continues to grow. The latest estimates are as follows almost 70 thousand elderly people are currently waiting for a home care package.

What do older people do while they wait?

Often, individuals who need a parcel have been struggling for a very long time, counting on the assistance of family, friends and native social services.

Due to gaps in home care packages, people are offered lower levels of packages or basic services provided by Commonwealth Home Support Scheme while waiting for your approved package.

This has serious consequences. Long waiting periods for home care packages can lead to deterioration of health, increased pressure on families, hospital admissions, unnecessary placement in residential care and a reduction in quality of life.

Around 8,000 people died waiting for the 2020-2021 package, and as an alternative one other 11,000 were placed in residential care.

Why is demand increasing?

The increase in demand for home and community care is partly due to an aging population. Australia is gets old quickly. In the Seventies, about 8% of the population was over the age of 65.

By 2026 it is going to be over 22%. This will lead to a rapid increase within the number of individuals aged 80 and over (the biggest number of individuals using home care) over the subsequent ten years.

However, other aspects are also essential, including increased costs of living, reduced availability of informal care, and older people’s preference for care at home reasonably than in a facility.

Serious problems with home care packages are nothing latest. In addition to the issues of long waiting times, gaining access stays complex and burdensome.

What did the commission recommend?

Most importantly, the commission advisable a timely and universal right to aged care to ensure access to the extent of care and support that each older person needs.

For home care, the committee advisable a streamlined assessment process to improve access by:

  • a single home care program combining current support programs and packages to be introduced this yr
  • a latest funding model according to the funding that will be available if the person was placed in care
  • a variety of additional service improvements, including access to ally health.

The federal government has failed to follow the commission’s core suggestion that older people should have the opportunity to access the care they need inside one month.

The proposed latest home care program has not been implemented, improved assessment has not been introduced, waiting lists and deadlines are getting longer, and the design of the brand new system has not yet been agreed.

Add to this the increasing variety of home care providers, difficulties in attracting and retaining staff and little progress in training, supervision and staff development requirements.

Mostly, older people want to live independently at home for so long as possible. In the short term, the federal government should match demand and provide for home care packages.

In the medium term, it must move rather more urgently to implement the recommendations of the royal commission.
